Vision First's roots extend deep in outreach. Exorbitant rental costs force more and more refugees out of urban areas. The expense of public transport prevents them from obtaining assistance in town. Vision First's area of operation began in Kowloon and expanded to Yuen Long, then further into the hills around Pat Heung and Ping Che, where thousands live in shanty towns never visited by social workers. Vision First seeks to visit refugees in their remote shanty homes, where they gather, worship and cope with isolation.
