Emergency financial assistance is provided to urgent cases while referrals are made to relevant government authorities to meet such needs. Vision First makes it clear that Hong Kong Government has a constitutional duty to meet refugees’ basic needs as defined in the “Usman Butt” Court of Appeal judgment (HCMA 70/2010), “A genuine torture or refugee claimant deserves sympathy and should not be left in a destitute state during the determination of his status. However, his basic needs such as accommodation, food, clothing and medical care are provided by the Government.”
